Allen Ohanian joined the Department of Children and Family Services (DCFS) Business Information Systems (BIS) Division in July 2016 as the Departmental Chief Information Security Officer. Mr. Ohanian has 20 years of experience in Information Technology, Cybersecurity, Privacy, and software engineering. Before DCFS, for approximately 10 years, he served as the first Departmental Chief Information Security and Privacy Officer at LA County Counsel where he architected and established an Information Security and Privacy program and ensured compliance with legal mandates including HIPAA. As a visionary and innovative Information Security Officer, Mr. Ohanian has developed and implemented cybersecurity and privacy programs from the ground up and assertively achieved the organization’s mission of service excellence through outstanding governance and strategic planning, exceptional leadership, excellent business acumen, and cost-saving transformation initiatives. His expertise and responsibilities include but not limited to, managing the design, development, implementation, operation, and maintenance of information security strategic plan; Risk Management; Forensics; protecting the privacy, confidentiality, integrity, and availability of all Information Assets; creating a security-conscious culture through training and development; implementing and maintaining a security infrastructure based on policies and procedures and ensuring compliance with applicable Federal, State, local laws and ordinances. Mr. Ohanian is an active member of various Cybersecurity Taskforce and Workgroups and leads and oversees the Countywide Risk Management Cybersecurity Team responsible for developing and implementing administrative, technical and tactical strategies to assess and reduce cybersecurity risks to County information assets. Mr. Ohanian’s accomplishments in improving County’s cybersecurity posture has led to being the recipient of various excellence awards including multiple Information Security Officer of the year awards. Mr. Ohanian has been a keynote speaker and panel member in various National Cybersecurity Awareness seminars including the Los Angeles Government Summit where he discussed the topic of Risk Management. Also, he is a Ph.D. Dissertation Committee Member for Cybersecurity using Artificial Intelligence at the Center for Information Systems & Technology Claremont Graduate University. Mr. Ohanian has a Bachelor’s degree in Computer Science from Cal Poly Pomona (magna cum laude) and obtained his dual Master’s Degree in Cybersecurity and Business Administration at the University of Maryland (UMUC).
